PROPOSALS OF QUALIFICATIONS FOR

COMPREHENSIVE GUARANTEED

ENERGY PERFORMANCE CONTRACT

Pursuant to Indiana Revised Code § 36-1-12.5-5.5, and these requirements and guidelines, the Commissioners of Warrick County, Indiana (or "Owner") is requesting proposals from qualified Energy Services Companies (or "ESCOs") to analyze its operations and to propose a comprehensive energy performance solution, which may potentially lead to multiple phase contracts and the implementation of conservation measures and improvements to all Owner owned facilities, buildings, equipment, processes, and related appurtenances, including vehicles.

The Owner's objective in issuing this Request for Proposals (RFP) is to provide a competitive means whereby the Owner may identify and select a single ESCO to fulfill all aspects of potential projects. The Owner will base provider selection on several criteria including, and most importantly, upon what is in the best, long-term interests of its facilities. Particularly, the Owner is most interested in identifying an ESCO whose approach is comprehensive, innovative, and sustainable - an approach designed to protect and responsibly operate all of its facilities for all of its tenants, present and future. In this sense, the Owner seeks a partner with a history of successful project design, delivery, and implementation within this State, and elsewhere, if applicable. The Owner reserves the right to implement any proposed project in multiple phases.

The selected ESCO shall provide the Owner with project development and engineering services necessary to define project scope of work, project cost, quantify savings numbers, detail savings assurances and detail project funding alternatives and provide a final contract for the Owner's consideration and approval.

The Complete REQUEST FOR PROPOSALS may be viewed at the Warrick County Courthouse, 107 W. Locust Street, Suite 301, Boonville, IN 47601, and a copy may be obtained there. All RFP requirements are detailed in the document. All respondents must email one (1) electronic copy in PDF form of your RFP response no later than 2:00 p.m., Tuesday October 16th to roger@warrickcounty.gov. In the event that the submission is too large for email servers please mail an electronic copy to Roger Emmons, Warrick County Courthouse, 107 W. Locust Street, Suite 301, Boonville, IN 47601 to be received by the same deadline. Late responses will be returned and will not be considered. Responders are solely responsible for ensuring timely delivery.

The Owner's sole point of contact for any information related to this RFP is the County Administrator, Roger Emmons. All communications by interested respondents concerning this RFP must be directed to Mr. Emmons. Unauthorized contact with other Owner employees or Board Members regarding the RFP may result in disqualification.
